Issues
With its tree-lined streets, green parks, great schools, vibrant downtown, and unparalleled creative economy, it’s no wonder that Culver City continues to rank as the place to be.
With this success, Culver City is facing tough issues and opportunities. We do not need to divide our community with false choices that fail to address them.
Jeannine will use her experience and leadership to serve our community with compassionate, collaborative, and real-world solutions to address Culver City’s unique challenges and needs. As your councilmember, she will listen and work hard to ensure that our city meets the needs of residents, businesses, workers, and visitors who enjoy our beautiful city.
Public & Neighborhood Safety
Prioritize improving streets, lighting, and public spaces to create safer neighborhoods for all.
Provide first responders with the necessary funding and resources to maintain low response times, keep kids safe at school and in parks, and address violent crimes, hate crimes, sexual assaults, and thefts.
Continue to promote and insist on transparency and accountability.
Ensure equality, equity, and access at all levels of community services and support. Guarantee that resources and services reach all neighborhoods and address the diverse needs of residents.
Transparency is not just about openness; it’s about building trust .
Traffic & Mobility
Tackle gridlock with street designs that reduce confusion and ensure smooth traffic flow for those picking up their kids, heading to work, or visiting our local businesses.
Promote and expand access to public transit and safe pathways for kids going to and from school, with a focus on often overlooked neighborhoods where kids live further from their schools.
Ensure that all areas of the city are accessible to everyone, regardless of their abilities—physical, cognitive, or otherwise.
Accessibility for All: Jeannine’s vision ensures every area of the city is accessible, regardless of residents’ physical or cognitive abilities.
This includes ensuring that crosswalks are ADA compliant, with curb ramps, audible signals, and extended crossing times where necessary. In addition to these physical improvements, Jeannine will advocate for regular assessments of crosswalk safety to keep up with community growth and evolving needs.
Affordable Housing
Promote sustainable construction of new affordable housing without displacing current residents, changing the uniqueness of our neighborhoods, or destroying naturally occurring affordable housing.
Naturally occurring affordable housing (NOAHs) offer affordable and stable rents to low-income households often because of the age of the buildings. These multi-family buildings are prime targets for organizations seeking to maximize rents.
The destruction of naturally occurring affordable housing displaces current families, harms those who are aging in place, decreases housing supply, & keeps future low-income renters out of homes. When we talk about housing, we must talk about this.
Homelessness
Address our humanitarian crisis by supporting policies and plans that prevent homelessness from occurring, while still providing housing and wraparound services to those in need.
Housing and homelessness are regional, state, and national issues, and we cannot address them alone. We must continue to collaborate with the City of Los Angeles, while also relying on the county and state to provide the necessary financial resources to support our high level of services.
*The Culver City Homelessness Info Line can be reached at (310) 253-6767 to connect a homeless individual with services from the crisis team.
Parks, Green Spaces, & Climate
Jeannine will continue to support park improvements and ensure that all neighborhoods have access to well-maintained, accessible, climate-resilient green spaces within walking distance.
She will focus on creating a thriving, biodiverse environment in parks and additional green spaces that supports and protects a wide range of plant and animal species, contributing to our overall ecological health and resilience.
Jeannine is a co-founder of Great Parks Culver City, a nonprofit focused on improving and upgrading Culver City Parks and playgrounds.
Businesses & the Creative Economy
Support local businesses, our creative economy, and arts workers to boost economic growth, community vitality, and civic engagement. Enhance communication and collaboration, simplify processes, address concerns about safety, and balance infrastructure projects with the needs and feedback of the business community.
As a member of the creative industry and the only union member running for council, Jeannine is focused on advocating for fair wages, job opportunities, and protections for arts workers while ensuring that the business environment fosters innovation and supports the local creative economy.
Mental Health, Wellness, Equity, & Community Resources
Champion mental health services and Culver City’s mobile crisis teams to support community members in need.
Jeannine supports the on-call expansion of the teams hours.
Allocate resources fairly and transparently to address disparities in access to infrastructure, economic opportunities, and social services.
*Culver City’s Mobile Crisis Team (MCT) assists community members facing non-emergency mental health crises. The team operates Monday – Friday from 10 a.m. to 6 p.m. and provides support, referrals, and transportation to mental health services. The MCT includes mental health specialists, clinicians, and case managers who respond to calls for issues like anxiety, depression, substance use, and other mental health challenges.
You can reach the Mobile Crisis Team at (310) 253-5770 or dial 911 and select the non-emergency option for assistance.
Safe Streets, Sidewalks, Crosswalks, & Alleys
Jeannine will focus on providing safe, accessible, and well-lit pedestrian and mobility-friendly streets, sidewalks, and crosswalks so that kids can get to school and all people have access to all areas of our city, regardless of their mode of travel, whether pedestrians, cyclists, or others.
She will ensure that sidewalks, streets, crosswalks, and alleys are paved, repaired, accessible, and well-marked.
In addition to infrastructure improvements, Jeannine advocates for a reassessment of crossing guard needs. As part of her commitment to school safety, she will evaluate areas where more crossing guards may be necessary, particularly in neighborhoods where children and families walk to school. This initiative ensures that school zones and crosswalks are supervised, helping children safely navigate busy streets, especially during high-traffic times.
This approach will support our safe routes to school programs and provide an added layer of security for families, contributing to a safer, more pedestrian-friendly community.
Arts & the Creative Economy
Our creative industries comprise over 14% of total employment in the city, nearly double that of the Los Angeles region. Art celebrates diversity, fosters engagement, promotes inclusivity, showcases different perspectives, traditions, and histories, and inspires reflection.
Jeannine will ensure that arts and our creative community remain at the forefront of every decision, with embedded funding and dedicated support for a wide range of arts programs and initiatives.
Women & Girls, & Gender Equality
Women and girls make up 52% of our community. Jeannine is committed to their support through the implementation of programs and policies aimed at achieving equity and equality, ensuring mental and physical safety, expanding opportunities, and addressing other needs specific to women and girls. This includes actively recruiting and engaging women for city commissions, boards, and committees, enhancing community outreach efforts, promoting mentorship programs, establishing policies for gender diversity and inclusion, publicly acknowledging the contributions of women in civic roles, and cultivating a talent pipeline through youth engagement.
Jeannine, a lifelong feminist Democrat, actively champions these issues as co-founder of the Heart of LA Democratic Club and through her advocacy on the SAG-AFTRA LA Women’s Committee.
Placemaking for Families, Teens, & Seniors
Create placemaking spaces and more activities for families, teens, and seniors, promoting social interaction, cultural expression, and physical activities to foster well-being and strengthen our community bonds.
Accessibilty for People with Disabilities
Jeannine will ensure safe, reliable, and accessible public transportation, long-term services, workforce development and protections, and expanded mental and physical health services for people with disabilities. She will preserve accessible parking zones, improve sidewalks, promote community outreach, education, social services, and ensure ADA compliance. One in five Americans live with a disability, and these measures will help create a more inclusive and supportive environment for them.
Partnerships & Collaboration with our Schools
Building a thriving Culver City means strengthening the connection between our city government and our school district. This partnership is key to ensuring the success and well-being of both our students and the community at large.
Jeannine will:
Foster a collaborative relationship with our school district by identifying shared goals, challenges, and areas of mutual interest such as infrastructure development, youth programs, community services, joint use of facilities for recreational activities or after-school programs, coordination on initiatives like traffic safety around schools, environmental education programs, and promoting cultural events to enhance community engagement, benefit students, and enrich our community.
Transparency & Accountability
Prioritizing transparency builds trust, engages residents, and ensures accountable governance. Jeannine will focus on enhancing transparency by clearly communicating policies and decisions via newsletters, social media, and community forums. She will encourage public participation through hearings, surveys, and diverse advisory committees, and seek additional ways to reach communities directly affected by city decisions. Upholding ethical standards with conflict-of-interest disclosures and regular audits will be a key priority.
Lobby Registry
Culver City is the only municipality in the surrounding area that does not require lobbyists or entities seeking financial gain to register with the city.
Jeannine advocates for establishing a lobby policy and registry that would regulate and monitor the activities of lobbyists who seek to influence our local government decisions. The policy would require lobbyists to register with the city, disclose their clients and issues they are advocating for, and the amount of money spent in their efforts to influence city decision-makers.
The aim is to promote integrity in our decision-making process, reduce the potential for undue influence, and maintain public confidence in our local government.
For example, West Hollywood defines a lobbyist as “any individual who is employed, retained, or contracts for economic consideration to communicate with any elective official or any officer or employee of the City for the purpose of influencing a legislative or administrative action.”
Diversity, Equity, Inclusion, & Access
Jeannine will actively continue to seek ways to remove barriers to access and provide opportunities and resources for traditionally marginalized groups, including those who have historically faced systemic discrimination, exclusion, and oppression based on various characteristics such as race, ethnicity, gender identity, sexual orientation, disability, cognition, socioeconomic status, religion, and age.
